1. Scope: This commercial item description covers talcum powder to be applied to the skin for general comfort purposes.
2. Salient Characteristics: The talc used in talcum powder shall conform to the Cosmetic, Toiletry, and Fragrance Association (CTFA) Specification for Cosmetic Talc. The issue of the CFTA Specification for Cosmetic Talc in effect on the date of the solicitation shall be used to determine compliance with this requirement.
2.1 Material: The talcum powder shall not contain boric acid, borates or asbestos.
3. Regulatory requirements: The talcum powder shall comply with the Federal Food, Drug and Cosmetic Act and regulations published under the Act (21 CFR1)
4. Contractor Certification: The contractor shall certify the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
5. Packaging, packing, and marking. The packaging, packing, and marking shall be with the contract or order.
